Local Option Real Estate Excise Tax

Removes restriction limiting local option real estate excise tax authority to San Juan County only, allowing Whatcom County to implement a half-percent tax on real estate transactions for affordable housing with voter approval. Council added this as a state legislative priority on a 4-3 vote.
