Aquatic Invasive Species Code Amendment

Ordinance amending Whatcom County Code 2.27A for aquatic invasive species regulations. Creates tiered fee structure based on vessel origin risk levels with highest fees for out-of-state vessels to address zebra/quagga mussel threats.
