Bond Authorization for 911 Dispatch Facility

Authorizes up to $19 million in general obligation bonds to fund construction of a new What-Comm 911 dispatch facility ($12 million) and refund existing 2016 Public Facilities District bonds ($3.3 million). The ordinance extends PFD tax collection authority through 2046 and addresses critical safety hazards in the current overcrowded dispatch facility.
