Interim Middle Housing Ordinance

Adopted interim ordinance allowing up to 4 units per lot citywide in residential zones, or 5-6 units if affordable. Council amended the ordinance to use state FAR table standards instead of existing city FAR standards. Amendment passed 5-2 with Williams and Anderson opposed due to concerns about untested standards.
